Normandale names Charles Frame Vice President of Administration

Normandale Community College announces the appointment of Charles Frame as the Vice President of Administration. Frame will officially begin in the position on June 3, 2026.

As the Vice President of Administration, Frame will oversee Normandale’s Fiscal Services, Information Technology, Facilities Management, and Auxiliary Services departments. He will also serve on the President’s Senior Leadership Team.

“Charles is deeply committed to Normandale’s mission, vision and values,” said Normandale Community College President Pakou Yang. “He brings strong experience in improving how colleges operate across enrollment operations, student financial services and financial aid, technology projects, facilities partnerships, and student services. Throughout his career and time at Normandale, Charles has demonstrated the abilities to make complex systems easier to navigate, help teams work better together, and to design processes that support both student success and institutional health. He will be a strong fiscal leader for Normandale’s strategic framework and Minnesota State.”

Frame has more than 15 years of progressive leadership experience in higher education. He has more than 10 years of experience at Normandale including his most recent position as Dean of Recruitment and Outreach. In that position, he oversaw enrollment strategy and a wide range of student-facing departments while partnering across the institution on resource and operational decision‑making. The past two academic years, Normandale has seen enrollment growth of 15% (in 2024-25) and 7% (in 2025-26).

Frame has led major modernization efforts, including creation of a student‑ready one‑stop services center, implementation of enterprise technologies, and is currently serving as Normandale’s Transition Lead for Workday Student, collaborating closely with Minnesota State.

“Minnesota State shaped my own educational journey, and it’s an honor to serve the community that means so much to me by helping ensure the college remains strong and student‑ready for the future,” said Frame. “Normandale’s strength has always been its people, and I’m excited to work with the Administration division and partner across the college to ensure our operations support great teaching, meaningful learning, and a positive experience for all students and employees. I’m grateful for President Pakou Yang and Normandale’s trust in me to help steward the Administration division, and I look forward to continuing the great work of the college together.” 

Prior to serving the last seven years as the Dean of Recruitment and Outreach, Frame served as Director of New Student Programs and Title IX Deputy at Normandale. He also served at First Scholars Program Coordinator at the University of Memphis; Associate Director of Residential Life at Rhodes College; Graduate Assistant of Student Success, Retention and Assessment at the University of Akron; and University Housing Complex Director at Georgia College and State University.  

Frame holds a Master of Science in Education (Higher Education Administration) from the University of Akron and a Bachelor of Science in Mass Communication (Public Relations) and English (Creative Writing) from St. Cloud State University.
